Five charter cities have public financing systems that amplify the voices of everyday voters and allow candidates to compete without relying on wealthy donors. But every jurisdiction other than charter cities is banned from passing public financing.
Proposition 4, the California Fair Elections Act, lifts the ban on public funding and gives every city, county, district, and the state the option to adopt public financing, with strict taxpayer safeguards, including requiring candidates to abide by expenditure limits and meet strict criteria to qualify.
